
The president-elect will enjoy full authorities and the Supreme Council of the Armed Forces will not interfere with them, SCAF Member Major General Mamdouh Shahin said. During a press conference at the Morale Affairs Department, Shahin discussed some of the controversial articles in the supplement to the Constitutional Declaration, including Article II, Item III, and Article 53, which specify the armed forces’ duties and the legal basis for its presence on the street in accordance to the judicial execution law issued after the public prosecutor stopped the implementation of the Emergency Law on 31 May. Shahin said the third item concerning the right to declare war was derived from the 1971 Constitution.
