Constituent Assembly agrees on military budget, disagrees on declaration of war

Constituent Assembly member Abul Ela Mady on Saturday said the armed forces will not have a political role in the new constitution.

Mady explained that the budget for the army is divided into two parts. The first of which pertains to civil projects that can be discussed by Parliament and the Central Auditing Organization. The second pertains to training and armament, which is discussed in secret by the National Defense Council (NDC) that is comprised of nine civilians and nine military personnel.

He added that the army requested that a declaration of war must be approved by the Supreme Council of the Armed Forces, as per Article 53 of the supplement to the Constitutional Declaration. The assembly preferred that the council should be consulted, but that approval should come from the NDC because it includes civilians.
