Children’s Act amended in favor of earlier foster care

Minister of Social Solidarity Ghada Waly said the president issued a decree amending certain provisions of the 1996 Children's Act in favor of sending children to foster care earlier.
 
The amendment replaced two-year-old children mentioned in Article 46 with three-month-old children, which allows for parents who cannot care for their children to turn them over to foster parents after issuing birth and health certificates for them.
 
“Depriving children of care and attention by foster parents has negative physical and psychological effects on them,” she said. “Growing up with foster parents from the age of three months is better for them and for the community than the age of two years.”
