Expatriate voting in the constitutional referendum is proceeding normally, with the highest turnout in Kuwait and Saudi Arabia, the Foreign Ministry said Wednesday.

The ministry spokesperson said in a statement that 2,000 people had voted at the Egyptian Embassy in Kuwait as of 1 pm, followed by 1,700 people in Riyadh and 1,500 people in Jeddah.

In an earlier statement, the ministry said 128 embassies and 11 consulates would open their doors for voters to cast their ballots, and that expatriates would vote by mail in an additional 25 countries without diplomatic representation.

An estimated 586,000 eligible voters live abroad.
