Documents implicate former finance minister in bonuses scam

Former Finance Minister Youssef Boutros-Ghali designated a special budget for paying ministry personnel bonuses and incentives in violation of the law, according to official documents leaked to Al-Masry Al-Youm.

According to the documents, Assistant Minister Manal Hussein Abdel Razeq received 112 bonuses worth more than LE600,000 from 1 January, 2010 through to 15 March, 2011. She received a bonus of LE27,907 five times, and LE30,697 nine times during that period.

Also, Hemat Sayed Mahmoud, director of human resources, received bonuses 90 times during that period, amounting to LE100,000.

Other ministry staff who received bonuses were Mohi Eddin Ibrahim and Hanafi Suleiman of the Central Administration Department.

The documents conclude that the payments constituted a burden on the state budget, a waste of public funds and a manifestation of nepotism within the ministry.
